Failed access to data folder

I got the following error when I try to start Galactic Civilizations IV:

I think there is a text file somewhere with an extra dot or a missing folder name. I can probably edit it, if I can find it. Please help.

I get this when I press "Play" on the initial display page.

Hello nimzodon7144, 

Please try reinstalling GalCiv 4. If the problem persists please review the following post and try the actions it suggests.

Finally if that doesn't work please share the debug.err file.

Here is the link to debug.err file. I doubt it will be useful because the Last Modified date was July 3 and I cannot even get to the Load Saved Game option. 

I have reinstalled the game and Steam has validated the files. At your suggestion, I repaired the VC distribution. 

This seems like an initialization error. It is looking for a path and getting ".".

Hey, do you happen to get this notification when hitting play in steam, or in the launcher?
Have you maybe disabled the launcher in the past? There have been issues with the newest windows update, which no longer allows some of the steam options for all of the games

I am using the desktop shortcut. I am now convinced that Microsoft OneDrive was "helping" me by moving a file to OneDrive that did not change. 

I plan to uninstall and fully delete the game, then reinstall it.

Deleted and reinstalled. I got this debug file:

Debug Message:  Personal folder located at C:\Users\nimzo\OneDrive\Documents

Debug Message:  There was a problem accessing your Galactic Civilizations IV: Supernova user data folder.  Error: The system cannot find the file specified.

It is looking on OneDrive instead of my C drive.
