Is it possible to make all windows Folder icons the same in all states?

After playing around with all the default icons, I can't find a way to make folders in windows 10 look like classic windows 7, including displaying the folder thumbnail preview. I'm using the icon from my windows 7 imageres.dll and have tried changing the Closed, Open, Live Back, Front, & Data options but no luck. 

 

Here is what I want the core folders to look like in any state (empty, not empty, and showing the set thumbnail preview). This is an empty folder after using an icon from windows 7 imageres.dll:

But when I add something in that same folder it just turns back to the bland flat windows 10 default, same for thumbnail folders, the folder icon is flat default:

Is there a way to make all folders states like windows 7 or just the same regardless?

 

I'm on Win10Pro build 19044 if that helps. thanks

I use this method to disable "Live Folders" because I don't like them, but I do like File thumbnails. You will not see any thumbnails on the Folder icon since they were disabled, but when you open the folder all the File icons show as thumbnails.

I don't really understand all this. But I seem to have found some solution by using the Vista icon pack and that does (close) to what old windows does. Still thumbnails previews are jaggy.

 

Can this app replace the tray icons? I tried custemizergod and it doesn't play nice with the sound icon and will set them all the same, and once you set them you cannot undo it.

Sucks.
