Curious about incremental damage impacting a ship's stats

A very long time ago I played naval battles using Fletcher Pratt's rules. The relevant part is that his system assigns damage on a linear scale.

So 50% hull (aka our hit points) damage also reduces speed and weapon power.

Did the designers consider something like this for GC4?

No thanks the combat rules are complicated enough, no need to add more.
