The display always shows a -1 no matter the talent leader assigned as Minister of Justice.
That's because the value is based on your leader diligence score. That -1% will go to -2%, etc. as you increase that diligence score. I got a 20 diligence leader in my current game that gives me -4%. You just don't see the decimals so that's why it may seems like it's not changing.
In earlier builds it was 1 for 1. Now you say it is 5 for 1.
