Is a single licence multi user?

Hi.  I have a PC that my wife and I have separate accounts on.  Does one licence just cover one user on one machine or does it allow two users to have different settings or the same settings?  I couldn’t find this in the documentation but may have been looking in the wrong place .

I am currently doing a trial and very much like it but need to know how many licences I would need to buy - my wife might not want me to impose my settings on her account.

It is per Windows install.  So two user accounts on the same machine would be fine but two different machines would not (or VMs or Dual boot)

It should yes.  We do testing on Microsoft Surface Pro X which are ARM based.
