How do I color the inactive window Title Bar?

I'm using the Cairo Green-Blue skin and can't figure out how to set the color of the inactive window title bars, as shown in the attached screenshot 1, the inactive has no color. Yet using the Cairo dark skin as shown in screenshot 2 both the active and inactive window title bars are colored.

So how can I get the inactive colored in the Cairo Green-Blue skin?

  1. Windows 10 full version and OS Build number.
  2. Curtains full version number.

OS is Pro 22H2 Build 19045

Curtains version is

1.19.1

To edit the inactive titlebar you will need to edit the skin and change the titlebar graphics for inactive section. You will need a good graphics editor application to change that portion of graphics.
