Which app has priority?

I am trying to set the color of my title bars and the taskbar. Windows 10 22H2.

When multiple apps in Object Desktop control these colors, which app is prioritized?

If you're using Windowblinds, and apply a skin, Windowblinds will most probably take control of your Windows titlebar and your taskbar.
