I have noticed that when I set a planet to ‘auto’ the planetary governors are *constantly* digging into my gigamass. I believe it is for terraforming but I haven’t checked too thoroughly.
can we figure a way to get them to respect my treasury?
That would be annoying. The new Gigamass resource added for Megastructures has added quite a few unforeseen consequences - see lengthy ship building discussion on Discord. I'm sure they'll add this to the list of fixes needed. Maybe Draver will make a mod to help out on this one while we wait 
I did try to mitigate this issue with BugFix_UP_GigaMassTerraformingAIPreference found in UP Bundle of Mods V1.9.28+ at https://www.galciv4.com/mods/manager. I'm not convince it's working too well though hehe. Feel free to try it out and let me know if that helped.
