Do you see the name of the image twice? Is the lower one in the center of the reply box and does it behave like a link? Do you have a new IP or new AV program onboard? I ask because it sounds like a nanny program is filtering you by the name of naroon1's image repository site...that's what happened to me a couple of months back.

Try going to this site on your phone or another device and see if it works.

What browser are you using, and when was it last updated?

Try using a different browser, and see it works.

from a Microsoft support page:

"From the error message you provided, ERR_SSL_PROTOCOL_ERROR indicates that a protocol error occurred while establishing an SSL connection. This usually means that the browser cannot establish a secure SSL connection to open a particular web page."

Nothing. Exactly what happened to me. Could well be your browser or your ISP "nanny" program default. Change your browser and if that doesn't fix it, call your ISP and ask if they have that on for you to remove it. You can also uninstall the browser and then reinstall it from a trustworthy (original) site.
