The rarest resource in my galaxy

Interesting scenario happened: I've been looking for some Epimetheus pollen. However... it appears to be almost non-existent in my galaxy.

 

There are well over 120 habitable planets on my current map, and yet I cannot find a single one with the Pollen resource. I thought a rival might have it, since I was able to trade for one, but I looked thoroughly through all the planets - no harvest-able source exists.

 

I guess someone found that pollen in some abandoned cargo; currently, I am the only faction with ANY Epimetheus pollen in the entire galaxy.

 

Fortunately, few things in the game require this resource, so it hasn't affected much. Still, it does make me wonder if this could happen with a more important resource. Anyone ever dealt with that?

All the time.  I spawned in a sector with no antimatter.  The other sectors had antimatter.

Some sectors may indeed lack some resources, which make usage of bazaar and local wars for resource control all more important. Do you think it would still be better to have guaranteed resource spawns, even if it reduces the tactical need of wars for resources?

No, you have an abundant setting already.  I think the bigger problem is that all the rare/common/occasional settings need to be playtested.  In my experience, what abundant resources really means is, abundant cash.  Your settings have unintended consequences.
