Harald Heim's The Plugin Site http://thepluginsite.com/ is one of the first places I would try if you're interested in Photoshop plugins. He has several excellent commercial and freeware plugins on his site, but perhaps more importantly, he does a great job of reviewing and keeping people up to date on what is happening in the world of plugins and filters. There are also a great many links to other plugin sites with freeware, shareware, and commercial plugins available. While you're at the site, I strongly recommend downloading Harry's filters. It's a freeware collection of fiftysome filters that I find comes in handy over and over again. I would also endorse signing up for Harald's newsletter while you're there. It comes once or twice a month and always has discussions of the latest plugin and filter news, including new and updated filters for all types, free/share/commercial ware.
A couple words of caution... Please don't make the mistake of trying to use filters as a substitute for creativity. Think of them as tools for tweaking small aspects of your creation, and not as the means of creation. In my opinion, learning how to create WITHOUT the filters first will serve you best in the long run. Then you'll be in a better position to intelligently decide which filters are really useful, and which are just a lazy way of making the same old stuff that gets rejected here week in and week out.
One final note... collecting plugins and filters can be addicting and can distract you from what you really want to do... create. You have to decide which is more important to you... having all the latest toys created by someone else... or using them to make something truly original that you can point to proudly as your work.
