No Culture Points Being Accumulated

New to Galactic Civ IV, but have played prior games and well-versed in the 4X genre. I've started a new campaign with the Festron, and am about 20 turns or so into the game. I realized I'm not accumulating any culture points per turn, not even the default one from my capital. Is this possibly a bug or am I missing something completely obvious here, like a civ behavioral trait that reduces points earned? Which, in fairness, would make sense considering the Festron aren't so much a culture as they are a plague swarm.

Not sure what, if any, info/screenshots would be useful. Please let me know and I'll provide. Thanks community!

 

Edit: After some more investigation, it appears that with other civilizations you don't start accumulating culture points until you place the "Capital City" on a tile in your home world. However, the Festron don't have the Capital City improvement, so it seems like this is by design? I was looking forward to playing a rolling-tide infestation war campaign, but not having access to the cultural upgrades seems like a MASSIVE crutch...

Ravenous civs like Festron do not get Capital City improvement. Their central building (Mother Hive IIRC) gives 0.1 culture points per month (it shows if you hover over the improvement), so you need to have 10 core worlds to get 1 culture point per month like normal civs.

Conquer other civilization's capital planets to increase your culture point income. The fact that Capital Cities give culture points is the main reason why you should always assign a governor to such a planet.

The Mother hive produces 0.1 culture per month right from the start. This encourage you to move out and quickly get more core worlds so you can build more Mother hives. It may also be a good idea to get Sacred Tradition in the Traditonalism tree as a starter so you can build the Hall of Tradition as soon as possible and get +1 culture per month from it.

Having said that, not all civilization are created equals. Some are harder to play then others and some are easier.

Ah I gotcha. It actually makes sense considering, like you said, it encourages you to spread out quickly, create many core worlds, and conquer other civ worlds for their culture point boosts. Just like an infestation. Which is exactly how the civ is designed to be played, and how I wanted to play it.
