Constand Error, 3 files will not stay validated in Steam

I am having a problem where I am frequently kicked from the game.  File validation always finds three files that would not respond and then Steam fixes the issue, only to have them stop working again when I start up the game again.  I have attempted uninstall and reinstall and it does not fix the issue.  I get no error message so I checked the error log and it comes up with:

Debug Message:  Command Line:
Debug Message:  Personal folder located at C:\Users\ComputerName\Documents

I do not know what is happening, and this occurs with every save and new unsaved games.  A friend and I looked at the files and they all seem to be where they are supposed to be.  Any help with this problem would be appreciated.

Hello! I wanted to ask a few questions to help clarify details. Firstly, are any mods being used with the game. Secondly, is this a new issue where you've been able to play before, or is this your first time playing? If it's the former, are you playing on the public or Insider Build?

I also have had this problem since last year. Though at first it were 2 files iirc.

I'm sure this is the Launcher files that are always missing in games Civ6 has/had the same prob as well as IIRC GC3. Even have to reload one file in Paradox's Victoria/Revolutions the original Vicky from the last century.
