Custom Leader Picture on Governors Screen

I reinstalled galactic civilization 4.

After I downloaded my cloud saved game file the leader picture on the governor screen is blank. But my leaders picture appears on other screens. 

I think the game does not save my leaders picture for the governor screen to the cloud save game file.

Team has confirmed that the leader pictures are not saved via cloud. I believe that's by design for technical reasons, looking into it

When I made the civilization I saved it to my steam workshop. Today I downloaded my civilization from my workshop and the governor picture reappeared. So maybe I just needed to download the civilization from my workshop.
