AIs don't have a cap?

I get that they're a little stupid, but facing down an opponent who can bring multiple times over your maxable supply is absolutely ridiculous. Is this a bug?

They do have a cap. It might not feel like they don't but keep in mind they probably have like 10 planets pumping out ships 24/7
