New player -- can't seem to promote a celebrity citizen

G'day Folks,

I've started to play GalCiv III recently (including Crusade and Retribution DLC). I'm starting to get a hang of most of the sub-systems. Promotion still has subtleties that elude me though.

I'm playing a custom synthetic race if that matters.

I can promote administrators and scientists. I cannot promote celebrities. The promotion button is grayed out.

I was given a couple of celebrities as part of tech research. So far so good. I have both promethium and harmony crystals -- the two listed required ingredients for Galactic Tour. I've tried promotion while unassigned and when that failed assigned one of the celebrities to a colony and tried from there. No change; the button is still grayed out.

Any ideas?

It has been long time since I played GC3 :D
Could you share a screenshot, how it looks like?

So it means that you have the tech unlocked, and available citizens to train, but only for celebrities the button is greyed out?

As you can see on the top bar, this game I have the 5 harmony crystals and lots of promethium.  The promote button is disabled.  I can and have promoted scientists and administrators.  I've had more harmony crystals on other playthroughs as well so it's not just a bad threshold check.
