Navigator in Yor mission

I justplay Yor mission (Soul of the Machine) and I encountered two events that gave metogether 4 Xeloxi. Hovewer, I just noticed I received a Navigator leader, despite having nosuch events or Navigator citizen. How is this possible?

Hey, are you in any alliance with Navigators, or maybe you have culture flipped one of their planets? (Could be a colony)
