Scientist insight

from GalCiv4 Forums

When determining what research to pursue the scientist insight is certainly valuable.  It would be very helpful to know, however, how the insight candidates are chosen.  Is it random?  Is there a theme?  Does my decision which to research impact what next insight my scientists may have?  

I have searched everywhere yet I cannot find anything that would provide me with any insight.  (see what I did there?)

Following Up: The team has told me it is in fact random but tries to evenly distribute its choices among the different categories, we have found an issue where its not valuing governance as much, and that will be addressed in an upcoming update

Thanks for the input.  I'm not sure how 'valuing governance' is expected to effect the resource placement, but I'd be down for changes.  I do think it would be beneficial to give more of the initial universe resource control to the players.  I have played far too many games where there is an overabundance of some resources while others are virtually, or even literally, absent.  It is frustrating that there is no ability to control for both of those problems.
