Starbase Com Stack - No Effect?

With recent "Warlords" Expansion (game version 2.5) the new renamed "Exploration Support System" doesn't show up in the module construction list for "Mining" type starbases.

Please fix it so it works again after renaming...

Please update/clarify the description for the item or the "Starbase Com Stack" research, so we know beforehand if it is only supposed to work for certain other types of starbases...
