The culture/abilities tab in civilization builder

On the linked page is what I presume to be an older version of the civilization builder. The current version has an abilities tab instead of culture tab, and does not seem to have any option to select starting ships - most civs have Flag Ship and Colony Ship, but some starting civs have different options, like colony fleet and scout fleet. 

Was the option for starting ships simply removed or am I missing something?
