Disable Tab Bar From Appearing on Hover

I have Groupy set to make the tabs always be visible, but my internet browser (and some other programs) will show the bar when my mouse hovers over top of its own native bar as if I had enabled the setting to be always hidden. Is this intended behaviour? If so, is there way stop this from happening?

The setting is on the main page for Groupy settings.

Showing a tab bar for ungrouped windows.
