Event Audio improperly generated.

Version 2.31

Details:  Got an Event where the Navigators were having an issue with a Religious Cult on their planet.  I opted to support Religious Freedom and when the next step of the quest resolved, the generated Voiceover kept referring to the "First Player Faction" 

How to Reproduce:  Save File provided, just cycle through the actions until you reach the event and listen to the voiceover dialog
