Are Xeloxi supposed to be Guarding Precursor Anomalies?

Trying to clear a Heavily Defended Precursor Anomaly with one of my fleets

Note the Xeloxi banner associated to the Precursor Fleet.  When I try to attack at range, a message pops up saying "you are not at war". 

Not at War

Won't let me attack, since  we are not at war.  When I try to move on to the hex with my fleet to engage directly, I get a dialog that says Do you wish to declare war on the Xeloxi. 

Trying the direct approach below

 

 Are the Xeloxi supposed to be able to control Precursor Dreadnoughts?

I think I ran into this when I was NOT playing as the Xeloxi.  Then I played AS the Xeloxi and found that the Xeloxi have an option to commandeer a pirate fleet.  If someone (usually an AI civ) attacks the anomaly and is defeated, the remaining defending pirate fleet becomes visible and is available to be commandeered.

Here is the zip with my save file for this bug.  To make it easier to find, its in middle sector with the Onyx Hive system and the Chebychev system

Yes this have been reported many times.It inflates their military.Must also be effecting the A.I strategy against them giving them a free pass.
