is there option to change font color for all programs list from black to white?

If you on dark background the font should auto change to white. If you don't have white font. Please post a screenshot of your Start panel so we can understand what actually is your issue.

heres what i mean. white font is windows own start and black font is stardock menu
The font colour looks correct.
The top picture has a darker background so the text is white. The bottom picture is lighter so white text would be harder to read than black so it uses black.

Basj is correct. The point where the font color changes to white on my system happens at R 127, G 127, B 127.
You will need to experiment on your system to see where it changes. There is not a setting for the font color. It is a built-in algorithm in the software that makes the change based on the RGB values of the color chosen.
