2.3 Insider truce request with unmet Civ

Really?  Haven't met these guys and not at war.  Agreement is nonsense to boot.  Declined the offer just to see what would happen.

No result that I can see.

Those look like the Snathi and Thalans, both of which spawn in via random event and start at war with everyone. Have you checked your diplomatic status to make sure you're not at war with them?

See the zero-balance offer is still in these events also.

Publius of NV - Good to know they're real events, not just glitches.  I'm sure that's who they are, but my in game character has never met them and they don't show up on the diplomatic status screen, so officially I don't know what the heck they're talking about. 

Gypsy2229 - I would think it would be very confusing for newbie players to see these zero-sum payoffs (it was for me }:)  )

note - I just got a second warning from the Thalans(?).  It was much more ominous and was not a zero-sum settlement.  This one sounds like I might meet them in the future.
