Starbases seem too vulnerable to volley attacks, defense upgrades don't seem to do anything

I've had numerous starbases get destroyed by volley attacks from fleets that in normal combat would inflict barely any damage on them.  Seems like defensive upgrades do nothing for starbases when volley attacks are being used?  Or are mitigation effects only being applied to initial volley and not subsequent ones in same turn?

Volley ignores all defenses. so it works like this:

1) You get a damage roll of your missiles (or beams).
2) The result is then -20% per hex away from target (20% 1 tile away, 40% 2 away, etc).
3) Final damage is applied directly to HP.

It doesn't make sense for missiles to ignore ALL defences as it goes against logic. I can understand missile volley ignroing shields, but not armor and beam volley ignoring armor but not shields, but both... Something should be done about it probably.

After looking at volley a bit more, it hit me that volley is trying to fill the role of tactical combat.

Get rid of volley.

Allow battles to be fought with the player controlling his ships (tactical combat), and give the player the option to auto resolve the combat if they want before or during the battle. MOO2/ISP has this down solid.

I want the option to fight the ships I design, not have the computer do it, and fail to understand the intent of the ship.
