Betatron Collider

Instead of being able to fire at enemy ships, could it be changed to fire at alien ships sans going to war?  Nothing like prepping a colony ship to travel to a new world while an alien colony ship appears and beats you to it. Be nice to blow them away before they get there, without a declaration of war.

So to be clear you're looking for methods of attrition without causing war?

Teleport them if you have the vault item.

Absolutely. In GC III, privateers could be deployed for example. The Betatron Collider could be used sans war.
