2.2.503157 Insider new events not working

"Discovery of Planetary Monitor Plans" - There is no way to implement the AI plans since no artifact shows up in the vault.

"Exotic Alien Lazy Genius Fever" - I think they should read -5 Diligence and +8 Intelligence.  What is actually happening is what it says.  The Diligence for all my citizens is increased by 13 and no impact to Intelligence, this includes the Synthetic Life which should be immune to something like this.

I disagree, reducing "White collar" crime might have an slight effect of raising intelligence, more likely an increase in income though.

However the vast majority of crime is a direct drag on the production of a locality and getting rid of it would be a gain to productivity not a drain.

Say +3 Intel, + 10 diligence.

The gain in both being the ability to put all the Court workers, Lawyer, and LEO personal to better use, raising intel and productivity.

Criminals would still be a bit of a drag till they could be retrained.

gypsy2299 - I think you were confusing my two comments.  I added clarifying headers.  The first one was simply stating that the "Discovery of Planetary Monitor Plans"  didn't have any way to accomplish what it was saying.  The second was pointing out that the "Exotic Alien Lazy Genius Fever" was functioning , but not being implemented according to the intent of the wording - less "Diligence", more "Intelligence".
