I'm a little confused by what I'm finding on the internet. Has the game fully released yet or is it still in development?

The game is currently playable on Epic with the TEC Loyalists, Rebels, and Vasari Rebels with Vasari Loyalists being added to the game very soon. The Advent are still being worked on and will be available early next year.

It's in early access. It's not fully released in the sense that it's the 1.0 release with everything the devs wanted to add.
