Waste of a special tile?

Is this just a flat out waste of the special tile underneath the techapods?

I've found that if you build an orbital improvement for resources and delete it then it deletes the resource. You lose the resource but it makes the tile available

Yes, but later in the game, when you can buy enough of the special resource, or trade for it, you can delete it and get back the tile along with the bonus.
