Either give me the option of leaving a slot empty or give me a policy that does nothing so I can fill one or more slots.
We made that same request during the Beta testing. My position that I shouldn't be forced to initiate a policy my Civ doesn't want is still valid, so I'm glad to see you bring it up again.
I agree for sure but I also think these could use a balance pass. Too many of them feel like the penalty is too big for the bonus.
