Constructor?

In my opinion this should reward a colony ship, but instead it rewards a constructor.  What is your opinion?

I said the same thing way back in the early beta.  Seems it never got fixed

Constructors used to require citizens, I suspect that it is why it reads this way.

Well, they were wrong - a shipload of slaves doe not a constructor make
