Precursor Elevator orbital does not reduce decay.

Some Bugs:
The Precursor Elevator (orbital obtained from an artifact) should reduce the decay of a colony. It does nothing. Also the tooltip reads "Base Effect: Decay +50%" which is confusing.
The ship upgrades stealth field and combat drone also appear to have no effect.
No changes on reload or next turn.
