Using spacebar to "Pass" sets Moves to 0

I don't remember this being the case in prior galciv games but it's been a while since I played 3.  This is not typically how it works in any 4x game I've played.  Not saying you need to be like any of the other 4x games I've played... but this just feels like standard functionality.

Pass, should pass on having to move this turn but if I change my mind I should be able to move.

This has been a mechanic since at least GC2.  If you click pass, that ship is done for that turn.  So this isn't a bug, but a feature request basically, to get all jargon-y.

Please remember you can hit tab to move to next ship or fleet.  If you don't want to decide on that ship or fleet right now.

It's definitely a WAD, but it would be nice to be able to "un-pass" a ship or fleet. Sometimes by the time you're done with the turn, you wish you could move something.
