Ver 1.9 Precursor Relics not giving bonuses

In version 1.9 so far precursor relics are not giving bonuses tried 2 different games w/ different races.

I am playing 1.9 and my Research relic is working.  The third line says "Research Relic +5%".

In my 1.9 game the relic effects shows up in the tooltip for a core world's research, manufacturing, etc. But the tooltips for the icons along the top of the galaxy window, and the tooltips for the relics themselves in the galaxy window, don't show the effects, they are blank. I've reported this as a bug on the Discord channel.
