Steam version black screen with cursor

Hello I purchased this game from steam today and have ran into troubles.

After selecting play from the stardock launcher I go through a loading screen which after it finishes takes me to a black screen where all  I see is my cursor with no game music or anything else, I have tried reinstalling the game as well as verifying files on the steam hub to no avail.

any help would be greatly appreciated.

Galactic civilizations 3 (sorry I totally thought I had included the name.)

this might help as well, when i look at the task manager while in the black screen it shows galactic civilizations 3 as (not responding) sometimes at least.
