If that's the question, then the answer would be because no one's skinning...the Master skinner program ended on WinCustomize but, Lightstar continues to sell his and vStyler's master skins on his excellent commercial site, here: https://lightstardesign.com/
and another great place to obtain free and paid skins would be https://www.adni18.com/
