1.71.495432 moving Ministers without firing

Not sure if this was happening in previous versions, but the game is letting me move ministers back to the pool without firing them.  No loyalty penalty is being posted either.

Just checked and firing no longer mentions penalty, so I guess this mechanic was changed, my bad }:)
