1.60.457293 Governor event broken

Got the following Governor event early in new game.  Probably doesn't work because the only governor I have is my Civ leader on home planet.  You probably need some kind of trigger to prevent this event from happening until player has at least 1 eligible governor.

I just got it again on turn 125, so it definitely has a broken link in the code.
