1.60.390049 issue with Captain Kar Zarkof

Not sure if this is an issue for everyone or just me because I'm play a custom civ with custom citizens, but when I pick Independence under Individualism, I do not get the "famed starship captain Kar Zarkof".  I assume he should appear in my unassigned leaders, but he does not.  I also checked my shipyard and no prototype ship with him appeared either.

You can get his ship it is a prospector but Kar is not the leader assigned or has not been in my games has been another name.

I remember another thread with PaulLach about this, and that's what was happening back then, so I guess it hasn't been fixed.  Since I already had the Prospector that explains why I got nadda.  Hopefully this get get fixed in an upcoming release.
