Pirate still attacks planet even if I have planetary shield from starbase

As title said. Steps to reproduce: research starbase and planetary shield, build a starbase with planetary shield upgrade. Lose a bid to invite pirates. Pirate pillagers will attack the planet despite not being able to do any damage.
