Run as administrator menu remains on top after clicking the menu item until you acknowledge the UAC prompt (if you can get to it).
Been around in all previous versions but I didn't around to report it.

Three attempts:
1. Command - issue there
2. Notepad - issue not there
3. Exam Diff - issue there and Start 11 crashes

I tried with cmd.exe, the issue do no appear on my system. Please try this, uninstall Start11, reboot immediately (important) reinstall Start11 latest. Reboot again after the install. Retest and report back.

After removal and reinstall. Still happening with CMD and some other apps.
Video in 2 parts:
First part when interacting with remaining menu before answering UAC prompt causes Start11 freeze and then crash/reboot
Second part when NOT interacting with remaining menu before answering UAC prompt NO freeze/crash/reboot

Try Cleanboot: https://forums.stardock.com/505872/start11-support-faq#cleanboot. Try it and report back.

That might be the reason, your setting in your system is blocking those function from working properly. Is your UAC set to an insecure mode?
UAC is supposed to be on a different desktop and thus nothing should be able to appear above the prompt.
