Is there any way to replace a bad governor with a better one?

Sometimes you pick a bad or mid level governor for a core world because that's all that is available but is there a way to replace that governor with a better one once you find one? I can't seem to find a way to do it.

1. Left click on area below Governor picture to bring up Icon Bar on right. (see Kristin Safeit below)

2. Left click 3rd icon (orange) to fire Governor and send them back to your leader pool.  note - This will reduce their loyalty by 10.

3. If you really want to be evil you can execute them (red icon), but this will cause a loyalty drop in all the remaining Governors.

 

4. Leaders with bad loyalty are still useful.  Just assign them to a Faction to gain a small benefit.  You can also improve any Leaders loyalty by 10 points by using the 2nd icon (green) if you have a Harmony Crystal.  There is a significant cooldown period (50 turns I believe) before you can use this again on the same leader.

How is the bad Gov bad if it is just stats other than loyalty might not be worth it as the new one will lose 20 loyalty. If it is loyalty and the old one is less than 21 loyalty lower you lose by doing it  as the "good" gov is going to lose 20.

Gypsy - I agree, but he might have picked a leader with really bad base loyalty (<50) not knowing any better, so if he now finds one with 85 loyalty, the swap would be worth it.  Also that -20 loyalty penalty for "I have to manage things" isn't a given after the 1st one you assign.  I have one with a -8 penalty.

Correct.

However I plan for -20.

I have seen -10 and have had -20 after the first.

So not betting on less when calculating if it is a good move.

Would never put a Leader with less than 75 on a planet anyway. 

Why I will take class 15 planet with Harmony Crystals over a 30 class without them, unless it had technipods.

One of the reasons my Civs always have the 4 citizen abilities to get the orbital mining techs.
