Predictive Targeting

Support->Sensor-> Predictive Targeting Ship mod does not increase the weapon range of enhanced weapons unless an non enhanced weapon is added to the ship. Is this a bug or the way Predictive Targeting is suppose to work?

I have the same problem with Galactic Civilization 4: Supernova too.
