I cannot select resolution at all the box is blank??? 

using an old GTX 750TI[6GB] as my my main rig is down with a power supply issues

There should be no issues at all running the game even on an older card since official game reqs only ask for a 1GB card 

this is the only game that having an issue...Hell i can run Marvel's Midnight Suns in this old bucket with no resolution issues but GC4 has an issue

 

needed resolution is 1680 x 1050 i have tried editing the game setting file from its -1x-1 resolution setting with no luck

indeed. Have you checked full screen options? Not sure if that’s there.

Ah wait, 1920x1080 is min rez.

unfortunatly the game has problems running on lower end systems, and yeah, 1920x1080 is the minimum. my system is 8gb memory, decent vid card, and gc4 still runs worse than all my other games, including games that require an internet connection. the minimum system requirements show that this system should be able to run it just fine, and it starts out ok, but by like turn 50 or so it starts getting really, really laggy, and every mouse movement i make takes 1-2 secs before the game moves the mouse in response, which makes everything very frustrating. i would recommend you wait till your good system is up and running so you get a better gaming experience.

GPU i think. the game doesnt event use up all of my 8g of ram, but the 3d part of the video card is always maxed out while playing, which i think leads to the lag.

just so u know my processor and video card are Intel Core i5-8400 CPU @ 2.80GHz.  Intel UHD graphics 630
