Under Taskbar Enhancement settings for Start11 what is the difference between "Sometimes Combine" and "Never combine"?

They literally behave exactly the same.....

Can someone give me a practical test to see the difference between "Sometimes Combine" and "Never combine"? Ever since Taskbar Enhancement came out there's been no difference between the two settings, and I think theirs supposed to be a difference.

"Sometimes combine" is equivalent to "When taskbar is full" in windows 10. So labels will show until the taskbar is full.
