The Manti are said to have lost a whole generation and thus start with "fewer citizens".  But when starting a new game with them, they have 5 citizens, just like everyone else.

Also, the Navigators homeworld is always surprisingly good considering it's supposed to be mostly useless.

Point being: If you have specific text about a race in the game, it should match what we see in game.

Completely agree. I want them to revisit the base game in a big way. There are lots of little things that were clearly overlooked. This is among them.
