No Factions When Playing As The Xeloxi

I started a game as the Xeloxi to see what they are like and the Factions screens looks like the below screen snapshot.  I assume this means that the Xeloxi do not get any Factions.  Is this correct or is this a bug?  I am on turn 36 and am playing the 1.10 release version.

Hello!  Does this happen every time you play as the Xeloxi?  Unfortunately, I'm not getting a repro over here of this.  If you have a save where this is present, please feel free to put up a DropBox link to it when you have a chance and I'll get it over to the devs for them to review.

Curious. I just completed a game as Xeloxi and the factions were fine. Hopefully the saved game will show the problem.
