Change menu highlight color only?

I'm ok with the default look of my new windows 11 laptop except for one thing.  The menu highlight color is almost identical to the menu color of the standard popup menus.  I have a valid copy of window blinds, but haven't really used it.  Can I get the normal windows 11 look but change the menu highlight color with window blinds so that menu's are more readily legible.?  I looked at various pre-defined skins, but most of them are over the top.  I just want to make one practical change and editing the menu highlight color in the registry seems to be overridden by a "theme" in windows 11.

No that's not something WindowBlinds would do, it needs to load an entire skin.

It makes sense that W Blinds only loads an entire skin.  I was wondering if it was straightforward to base a skin on Windows 11 and tweak the menus.  I see that people have recreated win xp, win 8 etc.  When you create a skin, can you base it on the currrent settings on your laptop or do you have to start from scratch.

No.

You don't necessarily have to start from scratch, you can edit an existing skin for your own use (not to be distributed), but that is not going to get you to Win11 with only a different menu highlight color.
