Windows 11 ctrl and alt functions missing?

I just set up a new Windows 11 desktop for my girlfriend and noticed none of the usual ctrl and alt keyboard shortcuts work.

That includes ctrl-A, ctrl-C, ctrl-V, ctrl-F4, alt-F4 etc..

This PC is straight out of the box from Best Buy, not a homebuilt or upgrade.

Anyone else see and solve this problem?
